Phelan pleads guilty to felony bribery scheme

Randall Phelan, a former Tribal government official of the Three Affiliated Tribes of the Mandan, Hidatsa, and Arikara Nation (MHA Nation) from Mandaree, N.D., may have been flying too close to the sun in preceding years.
On Oct. 25, Phelan pleaded guilty to a bribery scheme involving the solicitation and acceptance of bribes and benefits from a contractor that provided construction services on the Fort Berthold Indian Reservation, home of the MHA Nation.
