Spring flooding prompts Gov. Doug Burgum to declare State of Emergency

Following a year of record-breaking snow, a delayed thaw, and a 60-degree increase in temperature in one week, Gov. Doug Burgum has declared a statewide emergency to combat spring flooding.
In his executive order, Burgum says, “the Accumulated Winter Season Severity Index - a composite index that takes into account temperature and snow data - is in the “extreme” category for most of North Dakota…indicating that only one percent of previous winters in North Dakota have seen worse conditions in [most of the central and eastern parts of the state] than the winter of 2022-2023.”
