Carns pleads guilty in charity theft

Heidi Carns, formerly of Watford City, pled guilty to a Class B Felony theft of property as part of a plea agreement made with the State of North Dakota.
Carns was originally charged on June 23, 2023 following an investigation by the North Dakota Bureau of Criminal Investigation (ND BCI) of unauthorized use of funding associated with a non-profit organization, ‘Running Free’ located within McKenzie County.
According to documents filed with the Northwest Judicial District, an investigation, which began in November of 2022, found that Carns had used funds from the charity for personal uses.
