Watford City Valentines Day shooting details released

On Feb. 14, 2023, two different shooting incidents occurred within the Watford City city limits involving the same group of individuals. 18-year-old Devon Matthew Tovar, has been charged with a C Felony for conspiracy to commit reckless endangerment with extreme indifference, and a Misdemeanor conspiracy to commit mischief with intentional damage.
